Car owners who need to have their obsolete car scrapped must get used to a completely paperless process. From 1 January 2020, the use of scrap certificates in paper form is definitely over as the scheme is fully digitized.

Every fourth scrap was illegal
Digitization is good news for the auto cutters who can look forward to an easier day to day life. At the same time, with the system, it becomes more difficult to cheat with the payment of scrapping allowances. Previously, estimates have shown that up to every fourth car is illegally disposed of to the detriment of the environment.

– Because the whole process from the turn of the year becomes digital, it is easy to check if the vehicle is registered in the Motor Register and who is registered as the last owner of the car. In this way, the risk of cheating with the scrap allowance is minimized, and the approved car breakers can now concentrate on their core task – namely to dispose of the cars in an environmentally sound manner, Johnny Bøwig said in a press release.

Johnny Bøwig is director of the Danish Producer Responsibility System (DPA-System), which has developed the digital system in collaboration with the Danish Environmental Protection Agency.

From 1 January 2020, the car owner can start scraping online at with his NemID.

When car owners create the cases from home, they can only choose from a list of approved car chippers. It is the best guarantee that their car will be treated properly without harming the environment. You can still go down to an approved auto scraper and digitally arrange the case from there.

Finish with cash
With the new system, not only is there extensive paperwork. At the same time, the car choppers do not have to pay the scrap premium in cold cash, which has so far been a widespread procedure. With the digital system, the owner of the car gets the scrap premium paid directly to his NemKonto when the scrap certificate is completed digitally.

– With the digitization of the scrapping certificates, approved car breakers no longer have to have cash or bank transfers to the car owner, because now the scrap payment is paid directly to the car owner’s account. In this way, we can reduce cheating and at the same time ensure that the cars are properly treated environmentally by approved car chippers, says Anne Elizabeth Kamstrup, head of the Environmental Protection Agency.

Savings to get
The digital scrapping certificate facilitates the workflow for car drivers, authorities and car owners, which is also expected to have a positive financial impression.

– Today it is the case that when car owners hand over the car to the car scraper, the scraper must issue a physical scrap certificate, which must be signed by both the scraper and the car owner and subsequently submitted to the Danish Environmental Protection Agency. But now it will happen in a digital flow, which makes the process far easier for all parties. And that will all just reduce administrative costs, says Anne Elizabeth Kamstrup, head of the Environmental Protection Agency.

The new digital system called DUS (Digitization of Payment and Scraping Certificate) was developed by DPA-System and the Danish Environmental Protection Agency with input from the auto industry – and is ready for operation from 1 January 2020.
